Most retailers wouldn't. CD Japan was, and Tower Records would through a proxy service, but Amazon / HMV etc would not ship to an address outside of Japan.

Amazon Japan would not ship to non-Japan addresses. They wouldn't even show certain versions unless you were viewing from a Japanese IP address.
