Venue security have their own priorities based on what an individual venue's rules are relating to equipment - U2 will have the final say over what happens to bootlegs/bootleggers because they own the copyright to their material (I don't know how far that extends to visual rights e.g Anton Corbijn's images, the stage design etc but obviously that doesn't apply to audio-only recordings). Homeland Security/your country's equivalent have better things to do that just your door down over a show you recorded
So yeah, Bono might be chill with the fan doing some recording, but it does not extend to security--band, venue, or law enforcement.
