For whatever it's still worth, I'd give it 4/5 stars or 8/10 for more accuracy.
I'd also rate it as their best album since All That You Can't Leave Behind.

If the rest of the album is on par with the songs we've heard so far, it'll land mid table for me, along with War, NLOTH, RAH... if the rest of the album is better, it'll be great to have this one reaching the top half of U2 albums ever.

I haven't paid attention to the pre-sale thing, I just know that apparently there's been a lot of troubles in there.
But about releasing 4-5 songs before the album, not sure how bad it is; it seems like once they saw there was a positive response to Best Thing, they decided to put a few more songs out there to take advantage of the flickering "spotlight".
