go to START > RUN > enter "cmd"
enter:
ipconfig /flushdns
ipconfig /release
ipconfig /renew
exit

No, however it depends on your type of internet connection and how long you turn your modem off before starting it up again. A moden reboot doesn't always request a new IP address.
