...scroll down and find an appropriate place related to your new topic, such as 'Digital Corner' for example, visit your chosen section and you'll see many threads related to whatever you have chosen, To start your new topic there click the [Open New Topic] button to the top right of all the threads.
As with any forum though it's generally good ettiquette and super helpful to have a good look through the threads first and make sure there aren't already any existing threads related to your subject matter. Hope that helps
